There can be many reasons. Boredom, vitamin deficiency and I'm sure there are others hopefully someone else may have ideas? I'd suggest making sure he has heaps of toys that he can shred/destroy, foraging box to look for treats. Add some disolving vitamin and mineral supplements to his water. Hope he doesn't pluck his new feathers.

I've also heard that hormones can cause this. If he's sexually frustrated that is.

Yea my cockatiel had a feather plucking problem too... The vet said that it may have been hormones and he gave him an injection to calm his hormones... It seemed to work a little bit but he still picks his feathers from time to time...
The vet also said that it could be because I was always with him and now I work full time so the vet was thinking it could be a seperation thing... He had a mate at that time tho so I am not quite sure if that was the problem either...
He has most of his feathers back now, he is just missing the ones under his wings and around his vent...
