That sounds a great size cage, but when they are babies, they do need a smaller space for safety, and security. They can get quite overwelmed by a large cage, especially one that size.Baby birds do really silly things and can hurt themselves very easy. I would suggest, perhaps if you got some wire mesh, could you give it half the space to start with. It also helps with tameing , and teaching it to go on your hand or finger. Fantastic size for when they have settled in with you though.
Even though ive bought different toys, the ones my Tiel likes, is his swing, and this nest tunnel thing which is for rats i think. Paper on a roll, and i made this hanging toy with plastic string(scoubies) and knotted some wood beads, at various lengths. He loves to undo the knots, I often hear a bead or two plopping on the floor! and when i get them, hazel, and apple twigs to chew.

Tiels are lovely birds, and they are not really that noisey. Mine whistles for england, and says a few words, he has this screech which can be irritating when hes on a roll, but he does not do that very often. I have a little hen budgie indoors, that is far noiseyer than he is.
They are generally very gentle birds, and mine is a big sofie. If he does go to peck me, its all show, as he does not know how to peck hard. My other half has a soft spot for Kaeci, my tiel, as he knows he can get him out, and they can have a whistleing session togther.
They make lovely first time birds, i doubt any of the colours make any difference in how noisey they are. If you picked up a baby from the same clutch, some are older and bolder, so they will be more vocal. In the nest, the louder and bigger they are, the first to get fed. Also be aware, just because its small, quiet, and pretty. It could also mean sickly.

if there was the loudest Budgie competition im sure my Harvey would win claws down. Good to hear hes less noisey, we would worry if they were quiet though
