There can be a number of reasons from him overpreening, to bathing alot to him climbing around and getting them caught up in the bars etc. Is he on a good diet? Plenty of fresh vegetables and some fruit?

Mine both have scraggly tails because they just never stop, they are happy and healthy so thats all that matters though I find myself explaining to people that they are ok without them even asking ;D

I have a budgie that cannot fly, and hes had to climb around for the last 3 yrs, his tail, and wings get so scruffy i feel awful. But i cannot trim his wings, even though sometimes im tempted, as he needs all the wing flapping he can get for landings.
My Kaks tails got scruffy when they were indoors, especially my nosey little hen, she found all the holes, nooks and crannys to get into. If its just the tail, and everything else is fine, dont worry.
