My recommendation is to show your parents that you are a responsible person, do your research (there can never be enough of that), save your money, etc. Once your parents see that you are serious about this and that you've done research on it, they might just let you have one. Remember, getting a bird is a long term responsibility. Some species will be around you 60+ years or so.
As for me, I have three cockatiels and one more on the way. Just waiting for her to wean. I love them -- they are probably my favorite type of bird (but don't tell all my other birds that -- LOL).

My opinion of tiels is - little bird, BIG personality ;D ;D
No bird is easy to look after, tiels are an easier bird to start with though, they are very sociable, good talkers/mimics. My Alfie mimics my other halves snoring - much to his horror "I don't sound like that do I?!" Ohhh yes you do! lol
They are fab little birds and I wouldn't be without my little man Alfie ;D
