Maybe he's sick? It could be that he has a respitory infection, which would explain the lack of singing and the fast breathing. If this is a regular occurance, I'd take him to a vet. Otherwise, he might just be panting because he's excited, nervous or simply too warm.
The change of feathers, aka molting, is perfectly normal. He's simply scratching because it's an itchy process.

Welcome to the forums! Been a bit slow around here lately, if you couldn't tell. As for biting birds, I always use the laddering techinique when my conure is misbehaving. I repeatedly say "Step up!", placing one finger in front of the other and making him step onto my finger each time. That usually calms him down a bit and gets his mind off of whatever was making him ornery.

Glad to hear she's been eating more! I also forgot to mention this egg food supplement that I feed my green cheek. I sprinkle it on top of his seed and it's the first thing he devours when I set him down to eat. I've been told that birds love the stuff, so maybe yours will too? Just do a search for 'Quiko Classic Egg Food Supplement For All Birds' if you're at all interested.
Anyway, keep us updated on her progress!

Is her diet the same as the one the breeder fed her? As a green-cheek owner myself, I know how picky birds can be about their food, and I've heard that if they're introduced to something different, they might not eat it.
Also, my green-cheek absolutely loves bananas, so you might try feeding one to yours too. Millet seed trees are also a hit.
If I can think of anything else that might useful to you, I'll post it...

That's what I'm hoping, at least! Sometimes Romeow seems fascinated with Chicken, and he just sits there and stares at him. It worries me sometimes, cause I have no idea what he's really thinking. My guess is that he wants to play with him, but that'd be game over for a little conure! Hopefully when Romeow reaches adulthood, it'll be like you say - Chicken being the boss! For now, Chicken is only out under my constant supervision.
And btw... I moved Chicken's daytime cage into our bedroom near the window, and we keep the door closed when we're not home so that Romeow can't get in to bother him. I figure it'll be more peaceful for both of them to have their separate areas when they're left alone.
